IID Ratifies Colorado River Agreement
October 3, 2003
California's biggest user of the Colorado River voted
late Thursday to curtail the state's overuse of the river by shipping water
from desert farms to fast-growing San Diego County.
The action by the Imperial Irrigation District removed the final hurdle
standing in the way of the landmark deal that four Southern California water
agencies have bickered over for years.
Although the agreement outlines water transfers within California, it will
benefit Arizona and the other Colorado River states by forcing California to
gradually reduce its dependence on the river.
Arizona Department of Water Resources Director Herb Guenther helped broker
the deal over the past few months, shuttling between Sacramento, Santa Fe
and finally Las Vegas, where the terms came together late last month. (Associated

First Annual Inteferometry Workshop
The Arizona
Department of Water Resources (ADWR) is holding a half-day workshop in
conjunction with the Arizona Hydrological Society (AHS) 2003 Annual
Symposium. The workshop will be held from 12:30 to 4:30 p.m.
September 17th, at the Mesa Centennial Center, 201 N.
Center Street, Mesa. There will be no charge to attend the workshop.
The workshop is part
of ADWR’s three-year NASA grant entitled “Interferometric SAR Subsidence
Monitoring for Water Resource Management.” InSAR has been demonstrated to
be a valuable tool for identifying cm-scale ground subsidence. A
capability is being developed to meet the needs of the water resource
community. The primary purpose of the workshop is to promote the exchange of
ideas among end-users (both current and future) of SAR-derived subsidence
measurements within the State of Arizona and the people who are producing
these data.
The workshop covers
four topics:

Discussion
of the purpose of ADWR’s three-year NASA grant, an introduction to the
people involved with the grant, and an overview of the technology involved
in using satellite SAR data to produce differential interferograms
displaying temporal land surface deformation.

A review
of the products produced within the first year of the grant.
-
Presentations by several end-users who have integrated differential
interferometry into their projects, and;
-
An open
discussion dealing with user community needs in order to solve problems
related to land surface deformation and illustrations of how the products
produced through the NASA grant may help.
The workshop will be
of value to those interested in land subsidence and subsidence monitoring,
but will be especially useful to those who deal with the ramifications of
land deformation. This would include such diverse groups as water resource
managers, engineering departments, land-use planners, transportation groups,
geological/hydrological consultants, and even the land surveying community.

Well Drilling Fees Increased
Governor Janet Napolitano has signed into law House Bill
2088, which increases the fees for drilling a well in Arizona.
The law raises the previous $10 fee to $150 for a Notice of
Intent to Drill a well inside one of Arizona's five Active Management Areas
(AMAs) or three Irrigation Non-Expansion Areas (INAs.)
The fee to file an application for a permit to drill a
non-exempt well inside an AMA is raised from $50 to $150.
Outside of AMAs and INAs, the fee for a Notice of Intent to
Drill a well is raised from $10 to $150, except that the fee to drill a
domestic well (with a pumping capacity of up to 35
gallons per minute) will rise according to a graduated
schedule:

$50 if filed before July 1, 2004;
-
$75 if filed between July 1, 2004 and June 30, 2005; and
-
$100 if filed on or after July 1, 2005.
The fees will be used to administer and enforce Arizona's
well-drilling laws.

This
status report provides the Phoenix Active Management Area (AMA) staff, the
Groundwater Users Advisory Council (GUAC), and the general public with
information on the progress made by the Hydrology Division in implementing
the Comprehensive Hydrologic Monitoring Plan for the Phoenix AMA. Download

New Director Confirmed
March 3, 2003 - The State Senate has confirmed
former Sen. Herb Guenther of Tacna as the eighth Director of the Arizona
Department of Water Resources.
The
Director, who serves at the pleasure of the Governor, resigned from the
State Senate to accept the post.
The Director has an extensive background in water issues.
Before his appointment, he served 22 years with the Wellton
Mohawk Irrigation and Drainage District in southwestern Arizona and has
been an Arizona director of the Colorado River Water Users Association
(CRWUA) for 10
years. Herb also served as president of CRWUA in 1997 and 1998.
He is a graduate of Washington High School in Phoenix,
Glendale Community College and Arizona State University.
Herb is a veteran of the U.S. Air Force, and
also spent 10 years with the Bureau of Reclamation.
The Director served both in the Arizona House of
Representatives and the Senate. In 2000, the American Ground Water
Trust presented him with its Legislator Award.
Herb and his wife, Sharon, have four children.

April 3, 2002 - “Subflow Technical Report – San Pedro
River Watershed” is now now available on this Arizona Department of Water
Resources’ website. It is available for downloading from the
Publications page. Please
note the documents are in Adobe Acrobat format. See the bottom of this
page for information. To view and print them,
users will need to have Acrobat Reader installed on their computers.
Please note, also, that the document is large – 3.3 megabytes, and may
take a while to download. The most effective way to download Acrobat files
is to right-click on the link and select the “Save Target As…” option, and
then save the document to a directory on your computer hard drive. The website contains only the text portion of the report, about 50
pages. Please be aware there are hundreds of additional pages in the
report, consisting of appendices, figures and plates. These are too large
to post on the website and expect users to be able to download such files.
The full paper copy of the report, in a 3” binder, is available from
Water Resources Information Central at
the Department’s cost -- $90. The Department will make copies available
for public viewing at the main office and the offices of the Active

Department’s recommendations to the court for the Gila River System and

Draft Model Ordinance
February 8, 2002 - Draft Model Ordinance And Design
Guidelines Manual. Over the past 14 months the “Irrigation Standards
Committee” has developed a draft model irrigation efficiency ordinance and
procedures manual, that it hopes will be adopted by the City of Tucson,
Marana, Oro Valley and Pima County in the near future.
The committee believes the ordinance will move the Tucson
region closer to the goal of efficient irrigation practices at commercial,
industrial and publicly owned facilities.
In addition, regional uniformity of standards will reduce
confusion for landscape professionals working in multiple jurisdictions.
